During the PAP, the legal capacity and organizational capability of the UPC will be established, the governing bodies of the Court will be assembled, secondary legislation will be adopted, budget and IT systems will be finalized, and, importantly, judges will be selected and appointed. According to the Preparatory Committee, completion of this preparatory work will take at least eight months, which will be followed by the UPCA's entry into force.
